Extension to Deadline for FY 2022 Quarter 1 HUD-9902 Report

The deadline for the FY 2022 Quarter 1, 9902 report has been extended to April 30, 2022. HUD is extending this reporting deadline to provide agencies ample time to adjust to the new reporting requirements. The Quarter 1 report covers the period from October 1, 2021 to December 31, 2021.

HUD-approved housing counseling agencies (HCAs) are reminded of their responsibility to transmit accurate and timely Form HUD-9902 quarterly reports.

When 100 percent of HCAs submit their reports on time, OHC can work with complete datasets. HCAs' Form HUD-9902 quarterly reports are a keystone in HUD's Housing Counseling Program. OHC uses the data for a variety of purposes. Form HUD-9902 quarterly reports quantify HUD's Housing Counseling Program. This data is included in reports to Congress that help substantiate HUD's annual request for Housing Counseling grant funds. Form HUD-9902 data helps identify housing counseling trends and client demographics and helps HUD assess the impact of services offered by HCAs.

*Note: If your agency is a sub-grantee or affiliate of an intermediary, State Housing Finance Agency (SHFA), or Multi-State Organization (MSO), please abide by your SHFA, MSO, or intermediary agency's established reporting due dates.

Tips to assist your agency with timely Form HUD-9902 report submission:

  • HUD recommends HCAs transmit the quarterly Form HUD-9902 data in advance of the due date through their Client Management System (CMS). This will ensure that your agency has time to review the submitted data and correct errors prior to the final due date.

  • Agencies transitioning to new CMS providers may need to manually enter the HUD-9902 form within the HCS system to assure timely report submission. The Housing Counseling System (HCS) Instructions (Pg. 11) provide instructions on manual submission.

  • 9902 reports are cumulative and should include data from the previous quarters in the current fiscal year.

  • HCAs that do not transmit their Form HUD-9902 report by the due date may jeopardize their agency’s status as a HUD-approved housing counseling agency. If your agency is a HUD housing counseling grantee, late reporting may affect timely processing of your agency’s grant voucher by HUD counseling grantee and may negatively affect your agency’s scores in HUD housing counseling grant competitions.
