Resources for CoC and PHA Collaboration to End Homelessness

On June 10, 2013, HUD issued PIH Notice 2013-15 (HA), Guidance on housing individuals and families experiencing homelessness through the Public Housing and Housing Choice Voucher Programs, which provided PHAs with strategies for documenting and housing individuals and families experiencing homelessness through the Housing Choice Voucher program and Public Housing. As a follow-up, HUD hosted a webinar entitled Ending Homelessness Through the Housing Choice Voucher and Public Housing Programs in which PIH staff presented information related to this Notice.

CPD and PIH have also developed three additional webinars: CoC 101 for PHAs, PHA 101 for CoCs, and Implementing a Move-Up Strategy. The first two webinars are targeted to CoC and PHA audiences to provide introductory information. Communities can use these webinars locally as a tool to help inform their partners about each other’s work and identify specific strategies they can work on together. The webinar on Implementing a Move-Up Strategy provides information to CoCs and PHA’s about what a move-up strategy is and how it can be implemented jointly in a community as an innovative strategy to end homelessness.

HUD has also developed new resources for CoC and PHA Engagement. CoC and PHA Collaboration: Strategies for CoCs to Start the Partnership Conversation, which provides CoCs with preliminary strategies and tips for starting or improving the partnership conversation and engaging their local PHA(s) in collaborative planning activities, and The Business Case for Partnering with Public Housing Agencies to Serve People Who Are Homeless, designed to help PHAs and CoCs understand the specific ways that partnerships can significantly benefit a local community’s efforts to end homelessness.
