HUD Publishes Notice CPD-17-12: Implementation of the Housing Opportunity Through Modernization Act Changes to the HOPWA Program (Revised)

HUD recently published Notice CPD-17-12, which supersedes and replaces the previously issued Notice CPD-16-17, Implementation of the Housing Opportunity Through Modernization Act Changes to the Housing Opportunities for Persons With AIDS (HOPWA) Program, to provide updated information. The revised Notice discusses an amendment to the HOPWA statute that was enacted on May 5, 2017, under the Consolidated Appropriations Act, 2017, Public Law 115-31, to modify the “Stop-Loss” method for the five-year phase-in of the revised HOPWA formula calculation authorized under the Housing Opportunity Through Modernization Act (HOTMA), Public Law 114-201. The amendment provided year-over-year funding stability across grantees by limiting decreases and increases to a grantee's share of total available formula funds received in the preceding fiscal year. The revised Notice details the “Stop-Loss” provisions, as amended, and provides information on the impact of HOTMA on HOPWA formula allocations for Fiscal Year (FY) 2017 and subsequent years.
