HUD's Office of Housing Counseling (OHC) sponsored three symposiums to highlight the findings from recent OHC survey work and a study conducted by the Office of Policy Development & Research (PD&R).


Participants learned about:

  • The importance and impact of prepurchase housing counseling and homebuyer education from lenders, HCAs, and intermediaries
  • Findings from a HUD Management Development Program survey on equity in housing counseling
  • Findings from PD&R's First-Time Homebuyer Education and Counseling Demonstration
  • New HUD and GSE initiatives related to racial equity and homebuying

The symposiums were intended for housing counseling agencies (HCAs) and Federal Housing Administration (FHA) Single Family Housing stakeholders.

Scaling Pre-Purchase Housing Counseling
In this session, representatives from the California Housing Finance Agency (CalHFA), Fannie Mae, and UnidosUS discussed the critical elements of increasing access to pre-purchase housing counseling. CalHFA covered down payment assistance, UnidosUS discussed their fee-for-service pilot projects, and Fannie Mae talked about its commitment to pre-purchase counseling and education. Also, the Federal Housing Finance Agency (FHFA) provided an update on the Government Sponsored Enterprise (GSE) equitable housing plans. Agencies learned how to develop strategies to scale pre-purchase counseling programs and build fee for service business models that better support making pre-purchase housing counseling more widely available.

A Closer Look at HCAs and their Clients
In this session, presenters took a closer look at how agencies deliver services and the client characteristics that impact effective service delivery. HUD’s Management Development Program (MDP) discussed racial equity (i.e., what it means to be equitable when providing housing counseling services). This included MDP’s equity in housing counseling survey findings, best practices, and takeaways from equity-focused listening sessions. Also based on its own survey findings, Freddie Mac discussed the borrowers’ mortgage selection experiences, highlighting how these experiences differ between borrowers who have engaged in homeownership counseling and education and those who have not. A panel of industry experts and housing counseling partners provided insights and responses on this topic. The panel included representatives from Home FreeUSA and the Homeownership Council of America.

Benefits of Housing Counseling and Homeowner Education
HUD designed the First-Time Homebuyer Education and Counseling Demonstration as a large-scale, randomized experiment to answer the question about the relative efficacy of homebuyer education and counseling on first-time borrowers. In this session, the Office of Policy Development and Research (PD&R) discussed the results of the study, taking a close look at the effects of housing counseling and education on specific populations. Also, representatives of Bank of America and Wells Fargo discussed their experience with borrowers who engage in housing counseling and education. Agencies learned how the results of the housing counseling study can be used to market and deliver homebuyer education and counseling services. Industry and housing counseling partners provided insights and responses on this topic. Participants heard from representatives of the National Housing Resource Center, Fannie Mae, BALANCE, the Office of Housing Counseling, and the National Association of Realtors on the industry insight panel.
