Fiscal Year 2013 Grants Inventory Worksheets Update

New this year, the Collaborative Applicant will be required to upload the final HUD-approved Grants Inventory Worksheets (GIWs) to the CoC Application into e-snaps prior to submitting the CoC’s Consolidated Application in the Fiscal Year (FY) 2013 CoC Program Competition. HUD will adjust any Annual Renewal Demand (ARD) amount that exceeds the ARD amount listed in the final HUD-approved GIW.

The GIW must include the correct line item budget information for each project, including eligible renewal CoC planning projects awarded in FY2012, and the correct unit configuration for rental assistance projects in order to calculate the ARD for the CoC. HUD will only approve project budget requests that reflect the information as submitted on the final HUD-approved GIW.

The applicants are responsible for ensuring that the renewal budget and total number of units for all renewal projects match the amounts and units approved by HUD on the GIW. CoCs must produce an inventory of all projects eligible for renewal funding in the FY2013 CoC Program Competition, which are projects expiring during Calendar Year (CY) 2014 (between January 1, 2014 and December 31, 2014).

According to the FY2013 Registration Notice, Collaborative Applicants must submit the GIW to the appropriate HUD CPD field office for review by September 10, 2013. The local HUD CPD field office will review and approve no later than Monday, September 16, 2013, 1 week prior to submission deadline of the CoC Registration in e-snaps.

Please note that HUD is aware of the tight turnaround of the GIW reconciliation process. Given that the GIW will NOT be attached in e-snaps during Registration, the most important thing is to ensure that the ARD amount is correct. It should be noted that while the GIWs can be revised between the registration deadline and the designated deadline during the competition, the information submitted as part of Registration should be as accurate as possible because SNAPS is using this ARD amounts to estimate the total national ARD amount. Therefore, all changes made to the GIW by the Collaborative Applicant after the Registration submission deadline must be communicated to its local HUD CPD field office. The final HUD-approved GIW is the version that must be submitted by the deadline established in the FY2013 NOFA.
