Clarification: HUD Announces Changes to the AFFH Data and Mapping Tool

HUD is clarifying the recent update to the Affirmatively Furthering Fair Housing (AFFH) Data and Mapping Tool (AFFH-T), announced on September 26, 2017.

AFFH-T Release 4.1, that was released on September 29, 2017, includes data for certain Public Housing Agencies (PHA), additional features for the beta versions of state maps and tables, and other enhancements to the user experience. Users will be able to use the updated maps and tables, and will also continue to have access to existing maps and tables that are currently available in AFFH-T Release 4.0 (data versions AFFHT0001, AFFHT0002, and AFFHT0003). By default, maps and tables for local governments continue to populate with AFFHT0003 (the HUD-provided data version AFFHT0003, that was released on July 20, 2017).

HUD recommends that users clear their browser’s cache when they first access the AFFH-T, to improve performance and to access the full functionality of the new features.

The update to the AFFH-T includes data for six (6) PHAs; however, this update does not yet trigger the obligation of PHAs to submit an AFH pursuant to the AFFH Rule. Similarly, the update and additional data provided does not yet trigger the obligation of States to submit an AFH. As previously stated in the Federal Register Notice announcing the availability of the Assessment Tool for Public Housing Agencies, “HUD will publish, in the Federal Register, a Notice announcing the availability of the data certain PHAs, triggering their obligation to conduct and submit an AFH, and will post such Notice on the HUD Exchange. Until such time that PHAs are required to conduct and submit an AFH, HUD notes that PHAs must continue to comply with existing fair housing and civil rights requirements.” 82 Fed. Reg. 4373 (Jan. 13, 2017). As such, HUD’s announcement of the availability of the data six (6) PHAs and the beta version of data for States did not trigger the obligation, as HUD did not publish a Notice in the Federal Register.

HUD anticipates future updates to the AFFH-T resources on HUD Exchange, including the AFFH-T Data Documentation, AFFH-T User Guide, and AFFH-T Raw Data files to reflect the new features and changes in the AFFH-T.
