HOME IDIS

As a nationwide database, the Integrated Disbursement and Information System (IDIS) provides HUD with current information regarding the program activities underway across the Nation, including funding data. HUD uses this information to report to Congress and to monitor grantees. IDIS is the draw down and reporting system for the four CPD formula grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The system allows grantees to request their grant funding from HUD and report on what is accomplished with these funds. Grantees also use IDIS for the Recovery Act programs - Homelessness Prevention and Rapid Re-Housing (HPRP), CDBG Recovery (CDBG-R), and Tax Credit Assistance Program (TCAP) - and for Consolidated Planning purposes.

There are two key objectives of the IDIS: to manage and account for disbursement of HOME funds to participating jurisdictions; and to collect, consolidate and report information regarding HOME Program performance.

IDIS is like a “bank.” Each PJ has an account in the bank, and each account contains a deposit of HOME monies (and other HUD funds). PJs can withdraw funds from the account, much like computerized banking. The PJ must maintain information regarding the purpose of each expenditure (that is, the activity information). In IDIS, each HOME project is called an “activity.” IDIS captures data at four key stages of a HOME activity: 1) Activity set-up; 2) Activity funding; 3) Disbursements of HOME funds requested via IDIS, as needed; and 4) Activity completion information.

HOME FACTS Vol. 3, No. 2: Explanation of HOME Written Agreement and Program Income Certifications in IDIS OnLine

This issue of HOME FACTS explains the recent addition of two HOME program certifications to IDIS OnLine. The certifications were added to IDIS OnLine in response to recent HUD Office of Inspector General (OIG) internal audits of the HOME program related to project commitments and the disbursement of program income. These audits found significant problems related to the set-up of projects in IDIS before a written agreement was signed and with failure to report program income and expend program income before drawing funds from the Federal HOME account.

HOME FACTS Vol. 3, No. 1: HOME Activities with Commitments in IDIS that are Over 12 Months Old with No Funds Disbursed

This issue of HOME FACTS explains an important change in HUD’s treatment of HOME activities with commitments in the Integrated Disbursement and Information System (IDIS) that are over 12 months old with no funds disbursed. Effective with IDIS Release 11.7 in March 2014, these activities are automatically cancelled by IDIS on a daily basis and the funds uncommitted, following the process described below. All previous guidance is obsolete.

HOME FACTS Vol. 2, No. 3: Field Office Process for Determining Compliance with HOME's Commitment, CHDO Reservation, and Expenditure Requirements

This revised issue of HOME FACTS has updated the process field office staff must follow to determine each participating jurisdiction’s (PJ’s) compliance with HOME’s commitment, CHDO reservation, and expenditure requirements both prior to and after the PJs deadline date, and provides timeframes for this review. All other previous guidance is obsolete.

HOME FACTS Vol. 2, No. 2: September 30 2009 Deadline to Draw Down Fiscal Year 2002 HOME Grant Funds

This issue of HOME FACTS notifies all HOME participating jurisdictions (PJs) about the September 30 2009, expiration of the right to draw down Fiscal Year (FY) 2002 HOME grant funds. As of that date, any unexpended balances in FY 2002 grants will be recaptured by the United States Treasury. This deadline and expenditure requirement has been established by the U.S. Treasury, and is in addition to the HOME program's regulatory 5-year disbursement requirement.

HOME FACTS Vol. 2, No. 1: Determination of a HOME PJ's 24-Month Commitment Period Beginning and End Date

This issue of HOME FACTS specifies how HUD determines when a HOME participating jurisdiction’s (PJ's) 24-month commitment period begins and ends. Specifically, HUD must ensure that the date HUD executes a PJ's HOME Investment Partnerships Agreement (HUD-40093) and the date on the transmittal letter to the PJ are the same as its congressional release date, prior to forwarding the grant agreement to the PJ.
