Homeless Eligibility Overview

This binder provides information on how to determine a program participant’s eligibility for CoC or ESG Program assistance, as well as an overview of the homeless definition, disability requirements, and the chronic homeless definition. In addition, this binder provides guidance on how to document eligibility.

The Homeless Definition final rule (2012) integrates the regulation for the definition of homelessness and the corresponding recordkeeping requirements. It also defines “developmental disability” and the recordkeeping requirements for homeless individuals with disabilities.
