Is a project applicant required to have an executed grant agreement amendment reflecting a grant consolidation prior to submitting a renewal project(s) as a renewal consolidation project application in the FY 2019 CoC Program Competition?

No. All consolidation requests occur through the renewal project application process. However, applicants are expected to know whether their project(s) have serious issues that would result in HUD denying the consolidation application. Serious issues are outlined in Sections II.B.5, III.C.2 . e, V.B.2.b.(4), and V.B.3.a.( 6) of the FY 2019 CoC Program Competition NOFA, include the following:

  1. Outstanding audit or monitoring findings
  2. Outstanding obligation to HUD that is in arrears
  3. Unresolved construction delays
  4. History of poor financial management or drawdown issues
  5. History of low occupancy levels, or lack experience in administering the project type
  6. Other capacity issues
