Which rules or requirements must be followed when there is a conflict between local or state law and federal procurement rules?

When there is a conflict between federal and state and local rules or requirements for procurement, the most restrictive would apply. For example, the federal dollar threshold for small purchase procurement for goods and services is $100,000 but if state or local rules or requirements establish a lower threshold, then the lower dollar limit would apply.
