What are the Section 3 employment reporting and American Recovery and Reinvestment Act of 2009 job reporting requirements?

For Section 3, grantees must demonstrate and report to HUD the efforts taken to satisfy the Section 3 requirements in HUD Form 60002Complete HUD Form 60002 online. If the Section 3 numeric goals for employment and contracting are not met, the grantee must document that it made comprehensive efforts to reach eligible residents/businesses, yet due to local workforce conditions and qualifications, it was unable to meet these goals.    

ARRA job reporting is required for all jobs created (not just for low-income residents) and may be completed at FederalReporting.gov. The Vicinity Hiring Preference efforts can be reported with both Section 3 reporting in HUD Form 60002 (in the grantee's Annual Summary) and ARRA job reporting on FederalReporting.gov.
