A

The Unified NSP1 and NSP3 Notice issued October 19, 2010 defines a structure as, "blighted when it exhibits objectively determinable signs of deterioration sufficient to constitute a threat to human health, safety, and public welfare." This definition also applies to NSP2.

For a property to be considered blighted, it must meet the definition of blighted as defined in the grantee's action plan substantial amendment. The NSP Policy Alert: Explanation of Property Types Under Each Eligible Use published December 2009 provides additional guidance on blighted structures.
