When measuring increased income in Q36, should I report on both leavers and stayers? What income do I report for stayers, since they haven’t exited yet?

You should report on both leavers and stayers. The accomplishment column measures the number of persons who maintained their earned income and those with an increase in their earned income. For stayers the information comes from the persons’ assessment closest to the end of the operating year and for leavers it is based on the assessment done at program exit. Report the number of persons served in the program through the end of the operating year and the number of persons who increased their earned income.

Per the March 2010 HMIS Data Standards information on cash income and non-cash benefits should be updated at least once a year for clients who are in your program for more than one year.
