Why does Measure 2b (Earned Income), only apply to adults aged 18-61?

Since the majority of adults who are working are between the ages of 18-61, this measure only applies to those clients. HUD does not view it as a negative outcome if clients older or younger than that age range are working. However, for the purposes of a national performance measure it was important to limit the universe to just those clients that make of the majority of working adults.
