You should report on the targets set in the Exhibit 2 project application that you completed for the grant for which you are completing an APR. For example, if you were awarded a grant in 2010, you likely operated the project in 2011 and will then report in 2012 (within 90 days after the end of your operating year for the 2010 grant) based on the performance measures you established in your 2010 Exhibit 2 project application. If you adjusted your performance measures in subsequent Exhibit 2 project applications (e.g., the 2011 competition), you will report on those changed measures in the APR associated with that subsequent grant. You should be able to determine which performance measures apply to which APR based on the unique grant number for each grant awarded.
