Would a veteran who is in a lease-to-own agreement be eligible for financial assistance through the Veterans Homelessness Prevention Demonstration Program (VHPD)?

Yes, as long as the individual would be homeless 'but for' the assistance and the full amount of the financial assistance is going towards rent or utilities, a rent-to-own situation is permissible. Please be sure to document that the rent payment is not a mortgage payment, as it would be in a lease-purchase scenario, because VHPD funds may NOT be used for payments that are associated with homeownership. This restriction also includes taxes or fees that may be associated with homeownership.
