Does Davis-Bacon apply when NSP funds are used for a single condominium unit?

A condominium or a cooperative is subject to Davis-Bacon requirements if the condominium unit is part of a multi-unit structure of eight or more units. When looking at the development of multifamily housing (including condominiums and cooperatives), where not all the units are NSP-assisted, it is the total number of units in the structure (not the number of assisted units) that triggers Davis-Bacon. For instance, in a 40-unit condominium that has five NSP-assisted units, Davis-Bacon applies.
