If a subrecipient or consortia member acquires and rehabilitates a property using NSP funds and then sells a property to an eligible buyer, are the sales proceeds considered program income? If so, do they get to keep the program income?

Sales proceeds paid to the subrecipient or consortia member would be program income. Subrecipients and consortia members, if detailed in their written agreement with the NSP grantee, may be permitted to retain the program income for future eligible NSP expenditures.
