Is the cost of homeowner counseling an eligible NSP expense if the prospective homebuyer does not ultimately purchase a home through NSP?

Yes, homeowner counseling costs are eligible even if the person does not purchase an NSP-assisted home. Whether or not the prospective homebuyer purchases a home through NSP, the housing counseling costs are counted as project delivery costs under the applicable eligible activity.
