Can relocation involve a person in recovery?

Not exactly; relocation generally refers to the persons who are initially displaced by an RHP-funded project, not the beneficiaries of an activity. Grantees cannot use RHP funds to move beneficiaries into other housing upon completion of their participation in the recovery program. However, RHP can fund relocation activities when grantees use RHP funds to purchase a property that has existing tenants that need to be relocated. They are eligible under the Uniform Relocation Act (URA) and thus eligible for RHP funding.
