Work with your local labor unions and educate them about Section 3 requirements for your agency. Identify labor classifications with salary ranges that are within the Section 3 or Targeted Section 3 worker income limits. Ensure that bidders know that workers in these labor classifications may meet Section 3 worker and Targeted Section 3 worker criteria and encourage them to do targeted outreach in accordance with the 'prioritization of efforts' requirements ( 24 CFR § 75.9 and § 75.19). Encourage unions to utilize programs, such as apprenticeships, on Section 3 projects.
