How would businesses from out of town that bring in their own labor document Section 3 compliance? For example, ABC Construction is from San Diego and they bring their own crew to do work in Los Angeles.

Section 3 worker status is determined based on the residence of the individual worker. So, the changing of project locations would not affect Section 3 worker status if the worker is continuously employed with the same employer. However, a worker will only qualify as a Targeted Section 3 worker if they meet the definition as established in 24 CFR § 75.9(a) for Public Housing Authorities (PHAs) or 24 CFR § 75.19(a) for HCD recipients, which include more stringent geographical requirements.
