How do we determine if a renewal project is eligible for reallocation, by either reducing the renewal project or eliminating the renewal project?

CoCs may only reallocate a renewal project that will be under grant agreement by December 31 of the current Calendar Year and will have an expiration date in the next Calendar Year (e.g., for the FY 2019 Competition, the project must be under grant agreement before December 21, 2010 and have an operating end date between January 1, 2020 and December 31, 2020). Further, CoCs may only reduce or eliminate projects for the reallocation process that meet the following criteria:

  • Were originally awarded under the CoC Program and have already renewed at least once under the CoC Program prior to the current FY CoC Program Competition; or
  • Shelter Plus Care Program that had a 10-year grant term and are renewing for the first time in the current FY CoC Program Competition.
