Specific threshold questions related to the DV Bonus funds are located in the Continuum of Care (CoC) Application. Section II.B.10.e. of the FY 2018 CoC Program Competition NOFA provides the criteria that HUD will use to select eligible new DV Bonus projects. Project applicants intending to submit new project applications under the DV Bonus must ensure project applications clearly address the housing and service needs of domestic violence, dating violence, and stalking survivors. When applying for the DV Bonus at the project application level, the applicant must also:
- include in the project description on Screen 3B how these funds will be dedicated to survivors of domestic violence, dating violence, sexual assault, or stalking as defined in paragraph 4 at 24 CFR 578;
- tailor the description of supportive services on Screen 4A to include how survivors of domestic violence, dating violence, sexual assault, or stalking as defined in paragraph 4 at 24 CFR 578.3 will be assisted to obtain and remain in permanent housing that addresses their particular needs and includes trauma-informed, victim-centered approaches; and
- identify the project as being created using “Domestic Violence Bonus” project on Screen 6A, Question 2.
