How do CoCs know if there has been a Presidentially-declared disaster in their area? Can CoCs receive exceptions for state or local disasters?

Applicants can go to the FEMA Disasters page to locate all Presidentially-declared disasters. If a CoC has been impacted by a Presidentially-declared disaster and it would like to be eligible to receive the minimum points described in Section VII.A. of the FY 2019 CoC Program Competition NOFA, they must send written notification to Norm Suchar, Director, Office of Special Needs Assistance Programs (SNAPS) at CoCDisaster@HUD.gov. The email should include the nature of the disaster and the impact on project applicants and the CoC to meet the local competition deadline.

CoCs cannot receive exceptions for state or locally declared disasters. To qualify for the exceptions in the FY 2019 CoC Program Competition NOFA, it must be a Presidentially-declared disaster. (Section VII.A Major Disaster Areas, FY 2019 CoC Program Competition NOFA).
