Are project applicants required to have an executed grant agreement amendment reflecting a consolidation prior to submitting renewal projects as a consolidation project application in the FY 2018 CoC Program Competition?

No. HUD has eliminated the need for a project to request consolidation from the local HUD field office with the process of consolidating projects in the FY 2018 CoC Program Competition. However, applicants should consult with the local HUD CPD field office to ensure the projects that will be included in the consolidated project application do not have serious issues as outlined in Sections II.B.4, III.C.3.d, V.B.2.b.(4), and V.B.3.a.(7) of the FY 2018 CoC Program Competition NOFA, including the following:

  1. Outstanding audit or monitoring findings
  2. Outstanding obligation to HUD that is in arrears
  3. Unresolved construction delays
  4. History of poor financial management or drawdown issues
  5. History of low occupancy levels, or lack experience in administering the project type
  6. Other capacity issues
