Yes. Project applicants may use a combination of both bonus and reallocation funds to create a single new project. However, project applicants are limited to the total amount available under these two types of funds when creating projects, even when combining funds to create a single new project. For example, if a CoC has $100 available in bonus funds and reallocates $100 from eligible renewal projects and chooses to create a single new project combining the funds, the new project's budget cannot exceed $200.
If new project applications exceed the total amount available under the bonus and reallocation process, HUD will reduce the CoCs total new request beginning with the lowest ranked new project application.
