Attachment of the documentation of the CoC's process to rank and select project application(s) was mandatory. Those who did not submit documentation as an attachment received zero points for this section. Additionally, the documentation of the CoC's process must have had the following criteria. Failure to provide any of the following criteria also resulted in a loss of points for this question:
- Objective criteria used in the ranking and selection process. Objective criteria could have included cost effectiveness, performance data, type of population served, or type of housing proposed.
- At least one factor related to achieving positive housing outcomes. A positive outcome could have included exits to permanent housing destinations.
