If a family whose household composition changes mid-year from a single individual to a household “with children” how should the household be counted for the annual sheltered Point-in-Time (PIT) count?

For the Annual Performance Report, you should report the client according to the household configuration of everyone in that household during the entire report range (year), even if not all the household members were present on the particular point-in-time date. But even though the household configuration involves everyone in the household in the year, only clients definitely present on the point-in-time dates are reported for that date.
