Does the applicant need to submit an MOU with the state PCWA or a local PCWA?

The collaboration can be with either the state or a local public child welfare agency (PCWA), depending on how child welfare services are operated in your state. If the local child welfare placing agencies (CPAs) operate with the same authority as a local PCWA, you would need to execute a Memorandum of Understanding (MOU) with those CPAs in your jurisdiction. If the state or local PCWA has the ability to direct the local CPAs to fully comply with the activities outlined in the MOU, then you are not required to execute an MOU with every CPA in your jurisdiction.
