Yes. Interns, externs, and student trainees may access client files so long as they comply with applicable privacy laws and regulations, recordkeeping and confidentiality requirements set forth in HUD Handbook 7610.1, the housing counseling agency’s safeguards of Personally Identifiable Information, and the Fair Credit Reporting Act (14 U.S.C. 1681 et seq.).
