There seems to be conflicting guidance between the VA Data Guide, the SPM and APR Programming, and other instructions regarding setting up one (or two) projects linked to multiple CoCs versus setting up duplicative projects in multiple CoCs. Can you please clarify?

For purposes of the Supportive Services for Veteran Families Program (SSVF), a single project set up (for either Rapid Re-Housing (RRH) or Homelessness Prevention (HP), but not both) is appropriate as long as the CoC codes attached to the program include all the CoCs in which the program operates. According to the 2017 Data Dictionary, multiple CoCs may be assigned to one project in HMIS.

For purposes of the Housing Inventory Count (HIC) (if your HMIS produces a HIC), a multi-project set up (for either RRH or HP but not both) is required under each CoC, but you would also need to inform the SSVF Admin for the repository that you will be splitting your RRH and/or HP projects out by CoC since this type of set up would require multiple uploads of project data from multiple Comma Separated Value (CSV) files.

For purposes of System Performance Measures (SPMs), CoCs should be able to use Data Element 3.16 Client Location along with PDDE 2.3 Continuum of Care Code to exclude irrelevant data and to provide a parameter for data export to other continuums.
