In the FY 2017 CoC Program Competition, project applicants can apply for a new expansion permanent supportive housing (PH-PSH), rapid re-housing (PH-RRH), supportive services only for coordination entry (SSO-CE), or dedicated HMIS projects in e-snaps to expand existing projects that fall into two categories:
As in previous competitions, project applicants must submit a new project application for the portion of the project that is an expansion and, if the applicant is requesting to expand an existing CoC Program renewal project, a renewal application for the renewal project. In both cases, the applicant must clearly indicate how the new project application will expand units, beds, services, persons served, or in the case of HMIS projects, the current HMIS grant activities for the CoC’s geographic area.
What is new for the FY 2017 Competition is that project applicants applying for an expansion grant under the first scenario provide the eligible renewal grant PIN number (first 6 numbers of the grant number) and project name on Screen 3C of the new project application. This will enable HUD, if the new expansion project and the renewal project are conditionally selected for funding, to combine the new expansion grant with the applicable renewal project in a single grant agreement.
