If our organization applies for an expansion grant for an eligible renewal CoC Program-funded project, does the CoC have to rank the projects together and in the same Tier (1 or 2) or can the renewal grant be ranked in one position and the new expansion project in higher or lower position?

The CoC must rank the two projects separately with unique rank numbers, eligible renewal, and new expansion. These rankings do not have to be consecutive (e.g., rank #1 and rank #2) and do not have to be placed in the same tiers (i.e., Tier 1 or Tier 2). However, as stated in Section II.B.4. of the FY 2017 CoC Program Competition NOFA: "If both the new expansion project and the renewal it expands are conditionally selected for funding, one grant agreement incorporating both project applications will be executed. If the renewal project application is not conditionally selected for funding, the new expansion project application will not be selected."
