I have a renewal PH-RRH project that is currently limited to serving individuals and families coming from the streets or emergency shelters or fleeing domestic violence. Can my renewal project expand its eligibility to the populations listed in the FY 2017 CoC Program NOFA through the project application process?

Yes, you may choose to expand the population that your project serves to those coming from other eligible places listed in Section V.G.2.b.(4)(c) of the FY 2017 CoC Program NOFA through the project application and without completing a grant agreement amendment to your existing grant (though you will not be permitted to serve this new population until you begin expending FY 2017 CoC Program funds). While past CoC Program Competition NOFAs restricted renewal PH-RRH projects to serving only the population identified and locations noted in the previous year's NOFA in the original project application, the FY 2017 CoC Program Competition NOFA does not impose those same restrictions.

For example, if your renewal project was originally awarded to only serve families entering from the streets or emergency shelters, your renewal project may now serve individuals, families, and unaccompanied youth who enter the project from any of the six locations noted in this year's NOFA.
