If a Housing Counseling Agency does not collect fees of any kind from clients, does the agency still need to post a Fee Schedule as required by 24 CFR 214.313 and Handbook 7610.1 REV-5, Chapter 3, paragraph 3-2, 5?

If the Housing Counseling Agency does not collect fees of any kind from clients, then there is no need to post a fee schedule.
