The FY 2016 Housing Counseling Grant Agreement states that parent agencies are required to disburse funds to sub-grantees within thirty (30) days of drawdown. Is this a change from prior years’ grant agreements?

Yes, this is a change from three (3) days in prior years’ grant agreements. As required by 2 C.F.R. 200.305(b)(3), parent agencies are now required to disburse funds to sub-grantees within thirty (30) calendar days after receipt of the billing, unless HUD or the parent agency believes the request for reimbursement is improper.
