If a Housing Counseling Grantee’s Negotiated Indirect Cost Rate Agreement (NICRA) has expired, can the grantee still submit a drawdown request while waiting for approval of a new NICRA?

Yes, while waiting for approval of a new NICRA, grantees may submit a drawdown request along with documentation of the new rate submitted for approval. The lower of the two rates (expired NICRA and NICRA pending approval) will be applied until such time the new NICRA is approved.
