A

While HUD recognizes that agencies must have HUD certified housing counselors and have an interest in paying for HUD certified housing counselors, the individual is responsible for paying the examination fee. Provided it is an eligible cost under the Comprehensive Housing Counseling Grant Program NOFA, the agency may request reimbursement of the cost of the examination under the HUD Comprehensive Housing Counseling Program grant. The agency may also choose to pay the certification examination costs for the individual with other agency funding sources.
