A

No. The certification requirement applies to all Participating Agencies in HUD’s Housing Counseling Program whether grantees or non-grantees, and whether directly approved by HUD or participating through an Intermediary, Multistate Organization, or State Housing Finance Agency. It also applies to all counselors that provide Housing Counseling under or in connection with any HUD program.
