The Home Equity Conversion Mortgage (HECM) program is listed in the certification rule as a “HUD Program where Housing Counseling is required by statute, regulation, Notice of Funding Availability, or otherwise required by HUD.” How is the HECM program affected by the Final Rule on housing counselor certification?

In addition to the already existing requirement that all HECM counseling must be performed by a counselor on the HECM roster, by the Final Compliance Date HECM counseling must be provided by a HUD certified housing counselor working for an agency approved to participate in HUD’s Housing Counseling program.
