If an agency approved to participate in HUD's Housing Counseling Program has multiple Branches, does housing counseling occurring at each Branch have to be performed by a HUD certified counselor?

As of August 1, 2020, the Final Compliance Date for the Final Rule, the agency must ensure that any housing counseling performed at any of the Branches must be performed by a HUD certified counselor.
