As of August 1, 2020, the Final Compliance Date, all group education provided by an agency approved to participate in HUD’s Housing Counseling Program must be overseen by a HUD Certified Housing Counselor. What responsibilities are associated with overseeing a group education session?

A HUD Certified Counselor overseeing a group education class must approve the curriculum and the materials provided to the clients, and must monitor the delivery of the education. For in-person classes, a HUD Certified Housing Counselor need not be physically present at all times, provided the counselor exercises control over the content of the session. For online classes, a HUD Certified Counselor must approve the curriculum and the materials provided to the clients.
