A

Intermediaries and State Housing Finance Agencies are responsible for ensuring that the work plans of Participating Agencies in their network that provide Homeownership Counseling address the requirement that they address all of the homeownership topics, and that the Participating Agencies are complying with this requirement. HUD recommends oversight agencies include this as an element of their quality control plan.
