It has always been an Intermediary’s or State Housing Financing Agency’s responsibility to monitor Subgrantee or Affiliate compliance with HUD’s regulations. As of August 1, 2020, the Final Compliance Date, it is the responsibility of Intermediaries and State Housing Finance Agencies to ensure that only HUD certified counselors provide Housing Counseling and oversee group education for its Subgrantees and Affiliates.
