No. A formal partnership between the Continuum of Care (CoC) and the local or State public child welfare agency (PCWA) is a threshold requirement for participation in the Youth Homelessness Demonstration Program (YHDP). The applicant must demonstrate the existence of the partnership by attaching a Memorandum of Understanding (MOU) between the CoC and the PCWA, or a letter of support from the PCWA for YHDP. The document must include a commitment to engage in the development of the application, the planning of the coordinated community response, and the implementation of that plan. Every CoC in the country has an applicable PCWA and child welfare system (including its infrastructure, resources, and human capital), which HUD deems essential in the effort to end youth homelessness.
