For this question, consider an example where a client exited from both an outreach project and an emergency shelter (ES) project, both with a permanent housing (PH) destination.
The Homeless Management Information System (HMIS) programming specifications address many such issues. Generally, HUD discourages having persons in multiple projects at the same time. While this is not always possible, it often is. For instance, with regard to the example in the question, many projects require a person to be exited from street outreach at the time they enter ES. This is not always the case and it often depends on the nature of the ES or the Outreach program but such local protocols can address this issue.
