A

No. However, if a grantee transfers a large amount relative to its annual CDBG grant, the grantee is strongly advised to immediately develop and implement a work-plan (which may include a substantial amendment) to use the funds expeditiously and prevent CDBG timeliness issues in future years. Alternatively, the grantee may make several transfers of NSP program income in order to avoid imbalances in its CDBG program. Keep in mind also that large transfers in particular will likely trigger a CDBG Action Plan Amendment.
