In the Interagency Partnership Agreement and application for PRA funds, each Grantee outlined the specific methods they planned to use for outreach and referral. Generally, outreach will be conducted by the Grantee and/or one of its partners at the state and/or local level.

Each Grantee is expected to develop an AFHMP which affirmatively furthers fair housing. For example, if the Grantee plans to serve persons transitioning from nursing facilities, the Grantee, with the assistance of its partners, would identify any subpopulations of persons living in nursing facilities who might be harder to reach such as persons whose primary language is Spanish or Russian. The AFHMP would include methods of effectively reaching out to these individuals.

Regardless of how outreach is conducted, the Grantee is responsible to ensure compliance with HUD affirmative outreach requirements.
