Can a lender ask a borrower to sign a blank counseling certificate prior to receiving counseling, so that they can have that signature on file and begin processing the loan application more quickly?

No. A Home Equity Conversion Mortgage (HECM) borrower cannot sign the counseling certificate until he or she has received HECM counseling.
